VISIBILITY AT THE GREAT FREDERICK FAIR

   Having several hundred thousand spectators at your fingertips is not always easy. But if you participate in The Great Frederick Fair's concession program, it may not be as hard as you think. The largest single countywide event to be held in Frederick County, The Great Frederick Fair is held on the fairgrounds on East Patrick Street in Frederick City. Located on 72 acres, the site is easily accessible from all major routes leading into the city.
    Like most county fairs, The Great Frederick Fair offers a wide selection of attractions designed to entice the whole family. Even today, The Great Frederick Fair takes pride in its top-notch agricultural display of livestock competitions, agricultural products, handiwork of local residents and much, much more. The fair's program offering has changed over its 137 year history, but it still maintains its agricultural heritage and family atmosphere.
    Commercial exhibits offer the public a chance to meet and experience new products, new ideas and new businesses as well as visit with the well established products and exhibits long associated with the county fair.
    Interest is always keen in the limited number of commercial spaces available and exhibitors are encouraged to apply early since spaces are filled on first come first serve basis with qualified applicants.
    Applications for commercial spaces at the 1998 Great Frederick Fair are encouraged from any individual, group or business offering items for sale, display or of informational or educational nature that are of interest to the general public.
    Past fair commercial exhibits have included farm equipment, church groups, novelty items, crafts, educational displays, exhibits by local businesses, new products, nurserymen, and charity groups. Each application must indicate specifics on the nature and purpose of the display and whether or not items will be for sale.

COMMERCIAL SPACE DETAILS
SPACE SIZES AND FEES
    All outside commercial spaces are sold by the running foot on the aisle. Unless otherwise arranged, the depth of each space is not to exceed the front footage. Front footage includes all portions of any equipment or structure (i.e. trailer hitches, tent stakes, etc.) as measured at the widest part of the display. Outdoor commercial space is ground space only, no structures or fixtures are provided.

DATES AND HOURS
    The year's fair is September 17-25. Fair hours are 8 a.m.-10 p.m. daily. However, commercial spaces are usually open from 9 a.m.-11 p.m. (Buildings 7, 8, 13) and from 9 a.m.-10 p.m. (Buildings 9, 14, 14A) each day, beginning September 17.

CONTRACT AND PAYMENT POLICY
    A deposit of 1/3 of the total cost is due no later than the date shown on the contract. The entire rental fee is due by August 28, 1999.
    Refunds of deposits on contracts cancelled for other reasons, which reasons must be acceptable to the fair management, will only be made by action of the Board of Managers after the fair.

SECURITY/FIRST AID
   The Great Frederick Fair Inc. assumes no responsibility for accidents to any such person, property, loss or damage incurred by the concessionaire.
    24-hour security patrol is provided.
    First aid services are also provided on the grounds.

UPS/FED EX DELIVERIES
    Deliveries will be made at the fair's Administration Office (Building 3.) Concessionaires can arrange for pick ups there.

SALES TAX/TRADERS LICENSE
   Anyone selling merchandise taxable under state laws is required to collect and remit 5 percent sales tax to the State of Maryland.
    Exhibitors who plan to sell items at the fair are required to obtain a traders license.

UTILITY SERVICES
   Electric service fees must be paid in full when the balance is paid.
    Trash collection service will be provided each day before 8 a.m. Concessionaires must empty trash into designated containers for pick up.
    Grease containers are available; check with the Concessions Department for locations. Concessionaires are responsible for emptying grease into the designated containers. Grease must not be poured onto the ground.

ADMISSION TO THE FAIR
  Fair admission passes will be distributed upon final payment of the contract, but not before the week before the fair. No passes will be mailed.
    The quantity and type of passes issued will be determined by the Concession's Department.

PARKING
   A special area near the tunnel on the grounds is set aside for commercial exhibitor parking during fair week. Spaces are filled on a first come first serve basis. When the lot is full, commercial exhibitors must park in the public parking lots.

DIRECTIONS TO THE FAIR
   From I-70 West to East Patrick Street (Exit 56) follow directly to fairgrounds. From I-70 East to East South Street (Exit 55.) Make right onto Franklin Street; at the top of the hill is the fairgrounds. From I-270 North take the South Market Street Exit (Exit 31A), headed north. Follow signs to I-70 East, then follow same directions from that point.

RULES AND REGULATIONS
Below is a synopsis of the fair's rules and regulations. For specifics, please review the contract.

    Concessions and exhibits must open and operate each day by 12 noon until-11 p.m.
    Concessionaires must present proper passes at the gate for admission to grounds. In lieu of passes, admission must be paid. There will be no refunds for paid admissions.
    The concessionaire/exhibitor under this contract must occupy the assigned space by the proper official, and shall not assign, transfer or sublet any part thereof to any other party or parties, or move to any other location without the consent of the said Fair Management. Violation will result in the cancellation of the contract for such space involved a dismissal from the grounds.
    The Fair Management reserves the right to reassign space assignments in the event a conflict arises.
    Concession/exhibit footage space is neat measurement, and must include awnings or other projections.
    All assigned concession space must be improved, enhanced and decorated by the concessionaire at the concessionaire's expense. Unless otherwise stipulated, all lights and electrical power must be paid for by the concessionaire/exhibitor.
    No one shall tamper with or change any of the general illumination in any of the buildings, grounds or facilities. Any special electrical work will be performed by the fair's designated electrical contractor. Additional fees will be incurred by the concessionaire/exhibitor.
    All structures erected on the grounds and displays in the commercial buildings must be made of substantial materials, and neat of appearance and must be approved by Fair Management. Paper materials used for decorations must be non flammable. No attachment may be made to the facility's walls or ceilings without the consent and permission of the Fair Management.
    Concessionaires/exhibitors are not permitted to make any installations which obstruct the light or occasion inconvenience to other exhibitors. Side walls should not be over four feet high. The concessionaire/exhibitor is responsible and liable for the operation, delivery, erection and removal of all displays and materials.
    All prices of any service or sale(s) (including food) must be conspicuously posted in the exhibit area. Prices for each food item must be displayed on the sign; signage shall meet the approval of the Fair Management.
    Items being raffled during the fair must be awarded during the last day of the fair; all winners' names and addresses must be posted and a copy supplied to Fair Management. All concessionaires/exhibitors conducting raffles must obtain proper permits from local law agencies, and provide a copy of the permit to Fair Management.
    All exhibits must be removed by Monday, Sept. 23, unless prior arrangements are made with Fair Management. No exhibit/concession may be dismantled before 10 p.m. Saturday, Sept. 21.
    Concessionaires/exhibitors must be in placed by 11 a.m. Saturday, Sept. 14; after that date and time, the fair reserves the right to fill the unoccupied space.
    Concessionaires/exhibitors must have insurance on their exhibits and supply the same at their own expense. Concessionaires/exhibitors will provide a Certificate of Insurance in the amount of $500,000.00 per occurrence to The Great Frederick Fair, listing it as additional insured. The Frederick County Agricultural Society Inc./Great Frederick Fair will not be held responsible for any injury that may arise to concessionaires/exhibitors or their employees, or for the loss of, or damage to any material from any cause whatsoever.
    Cancellations made after July 1, 1999 will not be refunded.
    The distribution of any sample, gift or any article may not be made, except with the approval of Fair Management or upon the granting of a concession contract for same. Concessionaires/exhibitors must work inside the allotted assigned space, and may not work outside of the space to distribute samples, literature or to make sales. No roaming privilideges are authorized. Soliciting, begging, signing or public speaking while roaming is strictly prohibited and offenders will be expelled. No bells, gongs, whistles or other noise-making devices can be used to attract attention to a concession.
    No controlled games of any kind will be permitted, unless authorized by Fair Management. Holder jars are not permitted.
    The sale of knives is prohibited with the exception of folding penknives with a blade no longer than three inches long.
    Privileges of a questionable or demoralizing nature will not be sold or tolerated on the grounds. Any immoral, vulgar or suggestive shows are strictly prohibited.
    No drugs or drug associated paraphernalia may be sold or displayed on the grounds.
    The Fair Management reserves the right to limit the number and/or kinds of merchandise, food or exhibits on display or sold.
    No palm reading is permitted.
    Concessionaires/exhibitors must strictly comply with all Federal, State and Local laws, including Health and safety rules, and make the necessary provisions to comply therein. Failure to abide by such laws, including the handling of food and beverages, and the proper disposal of waste will result in the forfeiture of the contract. Waste must be disposed of properly in proper receptacles. Emptying of gray water and other liquids is permitted only through authorized containers as approved by the county Health Department.
    No dogs, except those for seeing eye purposes, are permitted on the grounds at any time.
    The Fair Management reserves the right to interpret, amend or add to the rules and regulations.
    All deliveries must be made prior to 10 a.m. each day of the fair. No traffic or parking is permitted during the show's hours. All fire lane designations must be abided by.
    Exhibitors must abide by all fire regulations and or decisions of the representatives of local fire companies.
    Exhibitors must comply with all local laws, rules, regulations and ordinances in force.
    Violation of the rules and regulations herein or special rules adopted by the management of the Great Frederick Fair, by the holder of a concession and privilege permit under a contract by his or her or its employees or agents shall annul the contract and forfeit all privileges and be subject to such penalty as the fair management may impose and specifically, the management has the right to exclude the offenders from the grounds and take charge of the space occupied in which all money paid for said privilege by the offending holder of the contract shall be forfeited to the Society and the Society may take charge of all property used in or about the business of such holder, sell the same and apply the proceeds to the payment of any sums due the Society for the said privilege.
    Refunds of deposits on contracts cancelled for other reasons (reasons to be accepted by the Fair Management) will only be made by action of the Board of Managers following the fair.
    All exhibitors are responsible for keeping their area clean during show hours, including cleanup at the end of the show. Some containers are provided for concessionaires/exhibitors to empty waste.
    Lethal weapons are not permitted on the grounds.
